No one has been able to put their finger on it yet, how people are chosen to receive PINs. What they are, are codes emailed (most often, although on occasion they have arrived via snail mail also) for discounts at Disney resorts. They typically are the same percentage as an AP/FL rate, but sometimes are sent before any other discount codes come out for the same timeframe.
If you receive a PIN code, it can only be used by you. They are not transferable.
Best way to try and get on a list to receive a PIN is to sign-up for the information DVDs on WDW's website.
